Apologies to Barney Frank

Last week I wrote about Congressman Frank Barney. This of course is not the name of the Congressman representing the fourth district of Massachusetts, and I apologise for my error, and state that his correct name is of course Barney Frank.

This week in the House Financial Services Committee, the second version of Barney Frank’s Payments System Protection Act, HR 6870, was passed by a vote of 30-19. It was initially discussed and voted on orally, after which the Republican Congressman Spencer Bachus asked for a roll call vote. When the Committee reconvened for the formal vote the legislation was passed comfortably.

Barney Frank later commented “We made some changes to HR 5767 to try to get a majority of the votes as well as a broader agreement. First, it had always been our intention to allow pro sports leagues to opt out. They asked to be opted out of the bill and we’ve done that. The bill will protect sports from being included. It also asks that a list be prepared by the Treasury of what is and isn’t acceptable. You have a right to know what the law is and this would give people the right to know what is and isn’t covered under the UIGEA.” The measure may now move on to vote on the floor of the House of Representatives.

Meanwhile, investigators from the European Union are currently visiting members of Congress and the Executive Branch looking into allegations that the US Department of Justice is breaching international trade treaties. The allegations surround the continuing enforcement of laws against European businesses and individuals that at one time participated in the US online gaming industry, regulations that have been ruled illegal by the WTO.  The dispute over U.S. enforcement actions against online gambling companies based in the European Union could be headed to the World Trade Organisation (WTO).
